The two-week repair rule is the one that catches people. It runs from when you were notified of, or identified, the leak, not from when you got around to calling a plumber. If a bill or a usage notice arrives showing an unusual jump, the clock may already be running. Volumetric sewage charges on the lost water are reduced 100%. Yarra Valley Water co-wrote the guideline; its own site did not show an allowance page when read.

With all taps and appliances off: if the numbers on the meter have changed or the wheel has moved, you may have a leak. Water Corporation suggests 15 minutes on the red numbers, Sydney Water at least an hour, and Greater Western Water four to five hours.

Greater Western Water’s version is the most thorough: note the meter, use no water for four to five hours, and check again. Yarra Valley Water adds that on a digital meter a blinking black triangle may indicate a leak. Photograph the meter at the start and end of the test; the photo is part of the evidence the rebate asks for.

The sequence that keeps you inside the rules is short. Test the meter as soon as a bill or a usage notice looks wrong. If it moves with everything off, call a plumber that day, because the two weeks may already be running. Keep the plumber’s report saying what leaked and where, photograph the meter after the repair, and send both to your water corporation within 90 days. The guideline’s cap is per rebate, and there is only one every five years for the property, so a second hidden leak in that period is at full price.

For a registered plumber you call to inspect your property. Yarra Valley Water says that if the plumber finds the leak is in its pipes, it reimburses the reasonable cost of the diagnosis.

South East Water says the property owner is responsible for maintaining and repairing pipes from the water meter to the house. So the plumber and the detection are yours, the rebate offsets part of the bill, and only a leak in the corporation’s pipes changes that — in which case Yarra Valley Water reimburses the reasonable cost of the diagnosis. hipages publishes leak detection at $168 to $400 nationally, indicative.

If it has already damaged the house

A leak under a slab or in a wall that ran long enough to show on a bill has usually wet the floor or wall around it. Melbourne’s mornings are dampest in winter — mean 9am humidity at the airport is 83% in June — and damp air slows drying, so the day count is the number to ask about. The water damage can be a listed event as an escape of liquid (Insurance Contracts Regulations 2017 (Cth) reg 19(1)(a)(vi)); the rebate and the insurance claim are separate and you can pursue both.
