A hidden leak costs money three ways: the water on the bill, the plumber who finds it, and the damage it does while nobody knows. The first is partly refundable — almost every Australian water utility publishes a leak allowance for concealed leaks — but only if you find it, fix it within the deadline and keep the plumber’s paperwork.

Three rules run through every row. The leak has to be one you could not reasonably have seen or heard. It has to be fixed promptly by a licensed plumber, whose invoice or report says what was found and where. And no utility pays for the detection itself: Yarra Valley Water says you’ll be responsible for any costs, including repairs (Yarra Valley Water, How to check for leaks). Keep a photo of the meter before and after the repair; several utilities ask for it.

Finding it: the meter test

With all taps and appliances off: if the numbers on the meter have changed or the wheel has moved, you may have a leak. Water Corporation suggests 15 minutes on the red numbers, Sydney Water at least an hour, and Greater Western Water four to five hours.

The test only says that water is going somewhere. Before paying anyone to find it, check the obvious things first — cisterns running into the pan, dripping taps, the hot water relief valve — because those are not hidden leaks and most allowances exclude them.

Leak detection services may use acoustic listening, tracer gas, pressure testing and thermal imaging to locate a leak under a slab, in a wall or underground without digging up everything. The report they give you is the document a leak allowance application usually needs: Icon Water, for example, asks for how the leak was detected, where it was and where the water was going. Ask for that in writing before you pay.

When the leak has already done damage

A leak inside a wall or under a floor that has run for weeks has usually wet more than the pipe. The water damage can be a listed event as an escape of liquid (Insurance Contracts Regulations 2017 (Cth) reg 19(1)(a)(vi)); the failed pipe, and the argument about how long it ran, is where Insurance Contracts Regulations 2017 (Cth) reg 19(2)(b) comes in. Moisture readings around the leak point show how far it spread. On the published rate card, drying one room over the three-day minimum is $1,260 excluding GST. Musty smell covers finding leaks by their other symptom, and plumbing cover whose pipe it is.

Common questions

How do I check for a hidden water leak?

Turn off every tap and appliance, read the water meter, use no water for a while, then read it again. South East Water suggests 20 minutes, Water Corporation 15, Sydney Water at least an hour and Greater Western Water four to five hours. If the meter moved, you may have a leak.

How much does leak detection cost in Australia?

hipages publishes leak detection at $168 to $400, based on national averages and described as indicative. Utilities do not pay for detection on your side of the meter: Yarra Valley Water says you will be responsible for any costs, including repairs.

Will my water utility refund a high bill caused by a leak?

Most publish a leak allowance for concealed leaks fixed by a licensed plumber. Sydney Water, Water Corporation, SA Water, Hunter Water and the Victorian corporations refund about 50% of the water lost or the increase; Urban Utilities and the City of Gold Coast pay 70% to 100% of some charges; Icon Water caps its adjustment at $2,500.

What counts as a hidden leak?

One you could not see or hear. Sydney Water excludes leaks shown by damp soil or wet grass and leaks on taps, cisterns, dishwashers and washing machines; Hunter Water rejects applications where there was dampness on surfaces or unusual grass growth.

How long do I have to fix the leak?

It varies: two weeks under the Victorian guideline, four weeks for SA Water, one month for Urban Utilities and the City of Gold Coast, 60 days for Water Corporation.

Does insurance cover damage from a hidden leak?

The water damage from an escape of liquid can be a listed event; the failed pipe and a leak that ran unnoticed for a long time are where wear and tear and gradual damage arguments arise.
