Does home insurance cover plumbing and blocked drains?

Home insurance covers water that escaped, not the pipe that let it out or the blockage behind it. Who pays for those depends on where your pipes end and the water utility’s begin.

Two questions get mixed up in every plumbing claim. Is the damage covered? And who pays to fix the pipe or clear the drain? Home insurance mostly answers the first. The second is answered by where your pipes end and the water utility’s begin, and that line is in a different place in every city.

Look for how it treats finding the leak and repairing its source before you call a plumber on the insurer’s behalf.

This is the provision that puts burst pipes, split flexible hoses, failed hot water units and overflowing cisterns inside standard cover. It says nothing about how old the pipe was.

Whose pipe it is, city by city

Where the owner’s pipes end and the utility’s begin is set by each water utility, and they put the line in different places. This is what each one says.

Blocked drains and sewer overflows

A blocked drain becomes an insurance question only when water or sewage comes out of it and does damage. Until then it is plumbing, and the first question is which side of the connection the blockage is on. The utilities are consistent about one practical step: if the inspection shaft is full or overflowing, call the utility before a plumber.

Where a licensed plumber investigated a blockage at your request before you reported it to Hunter Water. Hunter Water says it will generally attend if the inspection shaft is full or overflowing, which may indicate a blockage in its main.

Icon Water, Blocked pipes · read 22 September 2026

Blockages on the private side of the sewer tie, where internal plumbing joins the network along the lease boundary. Icon Water says that if the inspection shaft is filling, the fault is likely in its network and it will fix it free of charge, and that it reimburses the plumber where the fault turns out to be in its network.

The City of Gold Coast reimburses a plumber, capped at $300 including GST unless exceptional circumstances apply, where the blockage turns out to be in its main (City of Gold Coast, Sewer blockages). Water Corporation says the owner pays to clear a blockage in the property connection up to the sewer junction (Water Corporation, Your water service connection responsibilities).

If sewage has come inside, the scope of the clean-up changes more than the claim does: sewage backup and Category 3 water cover what is removed rather than dried.

Leaks before and after the meter

A leak between the meter and the house, including one under a driveway, is on the owner’s side in every utility page read for this site. Hunter Water puts it plainly: You are responsible for any damage caused by a failure of your water system. (Hunter Water, About your water service). A leak in the meter itself, or before it, is the utility’s. The first practical step is the same everywhere: turn off the supply at the meter and photograph the leak before it is dug up.

Making the claim

  1. Stop the water at the meter or the fixture isolator.
  2. Keep the failed part. The hose, the fitting, the section of pipe. It is the evidence of whether it burst or wore out, which is the argument under reg 19(2)(b).
  3. Get the plumber’s cause in writing. What failed and why.
  4. Start drying. The damage is the insured part, and letting it sit makes it larger. The first 48 hours sets out the order.

Common questions

Does home insurance cover plumbing?

Standard cover names the bursting, leaking, discharging or overflowing of fixed apparatus, fixed tanks or fixed pipes used to hold or carry liquid, under reg 19(1)(a)(vi) of the Insurance Contracts Regulations 2017. That is the water damage. The failed pipe or fitting itself is a separate question, and reg 19(2)(b) takes wear and tear, rust and corrosion back out.

Can you claim blocked drains on house insurance?

A blockage is not itself one of the listed events. What can be covered is the damage when a drain overflows or leaks as a result, under the escape of liquid event, subject to the policy's wording and exclusions. Clearing the blockage is usually a plumbing cost; whose plumbing depends on which side of the utility's connection it is.

Who is responsible for the sewer pipe on my property?

In general the property owner, up to where the private pipes join the utility's network. Sydney Water owns the junction but the owner is responsible for the connection; Hunter Water puts the boundary trap and inspection shaft on the owner; Icon Water draws the line at the sewer tie on the lease boundary; the City of Gold Coast maintains from the main to the connection point or one metre inside the boundary.

Who pays for a leak between the water meter and the house?

The owner, in every utility page read for this site. Sydney Water owns the main and the meter; Hunter Water and Icon Water say the pipes on the house side of the meter are the owner's; Water Corporation says the owner is responsible for the pipes from the meter to the residence.

Does insurance cover tree roots in the sewer?

Sydney Water says the property owner is responsible for clearing tree roots that enter the junction at the point of connection. Whether a policy responds to the damage that results is a matter for its wording.

What if the blockage is in the council or utility main?

Several utilities say they will fix a blockage in their own main and reimburse a plumber in some cases: the City of Gold Coast caps that at $300 including GST, and Icon Water says it reimburses the plumber where the fault is in its network. Call the utility before a plumber if the inspection shaft is full.
