The fourth row is the one to read twice. 59.7 days a year at or below zero

The Bureau of Meteorology’s Canberra Airport record counts the days on which the minimum temperature is zero or lower, and most of them fall in the three winter months.

Mean number of days at or below 0 °C, 2008–2026. July averages 15.6 of them, June 13.3 and August 12.1. The Bureau’s longer Canberra Airport Comparison record (070014, 1939–2010) gives 59.1.

Water expands as it freezes, and a pipe full of it has nowhere for that expansion to go. Icon Water’s own meter guidance (Icon Water, Domestic meter installations (May 2024)) notes that excessive heat, cold or physical damage can break the meter face and cause a leak — and a leaking meter is Icon Water’s to repair, not yours.

For the claim, a frozen pipe is not a special category. The water that escaped is escape of liquid from a fixed pipe under reg 19(1)(a)(vi), exactly as for a pipe that failed any other way, and the argument, if there is one, is about the pipe rather than the water. The burst pipe guide works through it.

  • Find the water isolation valve before July. The minutes it takes to find it in the dark are the minutes that decide how many rooms get wet.
  • Pipes on the house side of the meter are yours. Icon Water will not repair them; a private plumber will.
  • Photograph the split before it is cut out. A plumber replaces the section and takes it away, and the photograph is what shows it split rather than corroded.

$12,000: the ACT line

Building (General) Regulation 2008 (ACT) s 37 · republication 51, effective 23 February 2026, read 22 September 2026

Part 6 of the Building Act 2004 (insurance and fidelity certificates) does not apply to residential building work costing less than $12,000. The insurance amount is $200,000 (s 39), the period of insurance is 5 years (s 40), the period for claims is 180 days (s 41) and the excess is $500 (s 42).

Putting a building back after a water event is building work, and in the ACT the Building Act’s insurance Part starts at $12,000. It covers class 1 or class 2 residential buildings of no more than 3 storeys (Building Act 2004 (ACT) s 84), and under s 37(4) of the Act the policy — or a certificate from an approved insurer, or a fidelity certificate — has to accompany the application for building approval.

Read the last row with the qualification in the same section (Building Act 2004 (ACT) s 90(1)(f)–(h)): s 90(3) lets a policy exclude claims other than those where the builder is insolvent, dead or has disappeared, so in practice it can be last-resort cover. The certificate protects you if the builder fails; it does not replace choosing a builder who will not.

Apartments: the law names burst pipes

Unit Titles (Management) Act 2011 (ACT) s 100(1)(d) · republication 25, effective 26 June 2026, read 22 September 2026

The owners corporation must insure all buildings on the land for their replacement value against that risk, among others. Under s 100A(2) it must lodge the claim and pay any excess.

The ACT statute names the risk in terms: bursting, leaking and overflowing of boilers, water tanks, water pipes and associated apparatus. So in a Canberra apartment building, the building damage from a burst pipe is squarely the owners corporation’s policy, and s 100A(2) puts the lodging of the claim and the excess on the owners corporation too. Renting: what counts as urgent

Among the urgent repairs in the standard residential tenancy terms. The lessor must carry them out as soon as necessary (cl 59). If the lessor cannot be contacted or does not act, the tenant may arrange them up to 5% of a year’s rent (cl 61). Non-urgent repairs are due within 4 weeks of notice (cl 57).

For a tenant this is the useful part. A burst water service is not a repair you wait four weeks for; it is urgent, and the lessor has to act as soon as necessary. If they cannot be reached, the standard terms let you arrange the repair yourself up to 5% of a year’s rent. In a unit, clause 58 requires the lessor to take all steps necessary to require the owners corporation to make the repairs that are its to make.

Who turns up after a storm

Under the Emergencies Act 2004 the ACT SES’s main function is planning and response operations for storms and floods. (Emergencies Act 2004 (ACT) s 57(1)). The ACT SES says it erects tarpaulins and makes temporary repairs to prevent further damage, and does not carry out permanent repairs — that is left to a tradesperson you engage.

That split — the SES makes it safe, somebody else fixes it — is the same everywhere in Australia, and it is why the drying is a separate call. Where a disaster is declared, Disaster Assist (Australian Government), Disaster Recovery Payment is $1,000 per eligible adult and $400 per child. A one-off, non-means-tested payment, activated for particular declared disasters rather than available on demand. It is not insurance and it does not reduce what an insurer owes you.

Does water damage reinstatement in Canberra need building insurance?

Residential building work costing $12,000 or more needs residential building work insurance or a fidelity certificate under Part 6 of the Building Act 2004 (ACT); s 37 of the Building (General) Regulation 2008 takes work under $12,000 out. It applies to class 1 and class 2 residential buildings of no more than three storeys, not counting storeys used only for parking.

What does ACT residential building work insurance pay?

The insurance amount is $200,000 (reg s 39), the period of insurance is five years (s 40), claims must be made within 180 days (s 41) and the excess is $500 (s 42). Section 90(3) of the Act lets a policy exclude claims other than those where the builder is insolvent, dead or has disappeared.

Who fixes a burst pipe near the water meter in Canberra?

Icon Water says the homeowner owns all the pipes and fixtures on the house side of the meter, and that a leak on your side of the meter is a job for a private plumber. Icon Water repairs leaking meters and leaks in its own network up to the meter.

Who insures the building if a pipe bursts in a Canberra apartment?
