Water damage restoration on the Gold Coast
More than 400 kilometres of canals, and a canal is named in the legal definition of flood. 14,093 body corporate schemes, more than Brisbane. On the Gold Coast the first question after water gets in is whose policy it is — and the source of the water usually answers it.
The drying on the Gold Coast is the same work as anywhere else. What is different is the question that comes before it. With more than 400 kilometres of canals and more body corporate schemes than Brisbane, a Gold Coast water event is often a flood question or a body corporate question before it is a drying one — and the answer decides whose policy pays and which excess applies.

Three of those rows turn on the word “flood”. Canal water is flood in the legal sense. Stormwater that pooled because the drains were full is not, unless it came out of a watercourse, reservoir, canal, lake or dam. And a king tide is a different set of words again — the action of the sea and high water — which sit in the same subparagraph as storm and flood, so a policy that is precise about one has to be precise about the others. The council also counts 135 constructed lakes, and describes the network as the largest constructed canal network in the southern hemisphere.
The flood definition is usually discussed in terms of rivers and creeks. On the Gold Coast the canals matter as much, because reg 34(1) names them.

Paragraphs (a) to (d) each add the words “whether or not it has been altered or modified”, so a concrete-lined channel is still a creek.
And for a home building or contents policy, the insurer cannot define its way around that: the statutory meaning applies even if the policy gives the word a different one (Insurance Contracts Regulations 2017 (Cth) reg 34(1), note; Insurance Contracts Act 1984 (Cth) s 37B(3)). What it can do is leave flood out of the policy altogether, or cover it with its own excess. Which of those your policy does is in its Key Facts Sheet, and on a canal-front property it is the first thing to read.
Who looks after what on the water is set out by the council:
- The canals themselves: the City is responsible for maintaining canals (City of Gold Coast, Living on our waterways), along with the access channels.
- Revetment walls: the owner of the waterfront land maintains the wall on their property, and a body corporate maintains walls that benefit a community title development.
- Run-off: property owners manage run-off from their own premises; the City provides the stormwater and road drainage system.
The council is also blunt about the ground the city sits on: City of Gold Coast, Planning for flood describes it as vulnerable to both riverine and overland flooding. “Most of our city is low-lying. It is situated on a network of rivers, swamps and ancient floodplains, including Australia’s largest urban floodplain, Guragunbah.”
Look up your address on the council flood maps before a claim, not after. The City publishes a flood insurance map covering five flood scenarios, from a 20% to a 0.05% annual chance, and says it has provided that mapping to the Insurance Council of Australia. It also warns that the maps are not for use during an event.
14,093 body corporate schemes
Titles Queensland’s count of community titles schemes puts more of them in the Gold Coast council area than in Brisbane City. That changes the first question after a leak, because in a scheme on a building format plan the building is not yours to insure.

For a scheme on a building format plan or a volumetric format plan. Section 198(3) requires the policy to cover damage and the costs incidental to reinstatement, including taking away debris and architects’ fees, and to provide for reinstatement to the condition when new. Section 195 defines damage to include damage from storm and water.

Two practical consequences. First, if you own a unit in a building format plan, the building damage from a burst pipe in the wall falls under the body corporate’s policy and the contents fall under yours — two insurers, two excesses, one wet room. Second, flood cover for the building is a body corporate decision: Queensland Government, Building insurance and valuation (body corporate) says a body corporate can take out extra building insurance for things like floods by ordinary resolution at a general meeting.

The City’s side of the meter, and yours
The City of Gold Coast is the water and sewerage provider, and it publishes exactly where its responsibility stops.

The overflow relief gully is worth a minute of your time today. It is the grated fitting outside the house that lets a blocked sewer overflow outside rather than inside. The council’s fact sheet warns that a gully covered by pot plants, tiles or paving can let a blockage overflow inside the house. If that happens, it is Category 3 water — see sewage backup — and the scope and the bill both change.

The lowest threshold in the country by a wide margin, and it counts materials even where the contractor did not supply them. Restoring or repairing a roof, and replacing or refitting kitchen or bathroom fixtures, are named as insurable work. The premium has to be built into the contract price.
The Gold Coast is under the same scheme as Brisbane, and the same low threshold applies to reinstatement work. The Brisbane page works through what counts, including materials you bought yourself. The Gold Coast point is the order of questions: in a unit, work out whose policy is paying before you ask whose builder is covered.

Mean annual rainfall, 1994–2026. The wettest months are February (183.8 mm), March (168.2 mm) and January (139.7 mm), and mean 9am relative humidity in those three months is 72%, 71% and 70% (1991–2010).
Humid air slows drying because the air cannot take up much more moisture, so the dehumidifiers do the work and the job runs longer. On the published rate card a dehumidifier is $149 per unit per day with a 3-day minimum; the day count is the number to ask about on a summer quote. Cyclone Alfred, March 2025
The most recent test of all of the above. The City’s recovery plan records that Tropical Cyclone Alfred affected the Gold Coast from 6 March 2025.

The council’s plan records destructive storm tides, damaging winds, severe coastal inundation and riverine flooding, peak gusts of 107 km/h at the Gold Coast Seaway, and more than 2,800 SES jobs received.
The Insurance Council of Australia’s catastrophe page for the event shows 131 thousand claims (Insurance Council of Australia, Catastrophe 252: Ex-Tropical Cyclone Alfred, figures as at June 2026, read 22 September 2026). Across every affected region, not the Gold Coast alone, with claims incurred of $1.61 billion. The Insurance Council does not publish a Gold Coast breakdown.
What the council tells residents to do after a disaster is short and worth following in order: contact your insurer as soon as possible, find out what is covered, ask about repairs and building work, and keep records and photos of damage to property and contents (City of Gold Coast, Disaster recovery support). Where a disaster is declared, Disaster Assist (Australian Government), Disaster Recovery Payment is $1,000 per eligible adult and $400 per child. A one-off, non-means-tested payment, activated for particular declared disasters rather than available on demand. It is not insurance and it does not reduce what an insurer owes you.

Common questions on the Gold Coast
Is water from a Gold Coast canal a flood for insurance purposes?
Under reg 34(1) of the Insurance Contracts Regulations 2017, flood is the covering of normally dry land by water that has escaped or been released from the normal confines of, among other things, a canal. For a home building or contents policy that meaning applies even where the policy defines the word differently. Who pays when water comes through from the unit above?
In a Queensland scheme on a building format plan, the body corporate must insure each building in which a lot is located for full replacement value, and the Standard Module defines the damage it covers to include damage from water. In that kind of scheme the building damage is a body corporate policy question; your contents are yours. The strata page on this site sets out how the two policies meet.
Who fixes a leak near my water meter on the Gold Coast?
The City of Gold Coast fixes leaks in the water supply system up to and including your water meter. Leaks in pipes and fittings on your side of the meter are your responsibility, and a plumber you engage fixes them.
Does the council pay if sewage comes up inside my house?
The City's published position covers the plumber: where the blockage turns out to be in the City's main, it reimburses the plumber, capped at $300 including GST unless exceptional circumstances apply. This site found no published City statement about damage inside a home. The overflow relief gully is private plumbing and the owner's responsibility, and the council warns that a gully covered by pavers or pot plants can let a blockage overflow inside.
Does reinstatement work on the Gold Coast need home warranty insurance?
Queensland's threshold applies: residential building work valued at more than $3,300 including materials, labour and GST needs cover under the Queensland Home Warranty Scheme. It is the same rule as Brisbane, and the Brisbane page works through it.
When is the wettest time of year on the Gold Coast?
February, March and January, in that order, on the Bureau of Meteorology's Gold Coast Seaway record: 183.8 mm, 168.2 mm and 139.7 mm on average, with 9am relative humidity around 70% in all three months. Wet air slows drying, which is why the day count on a summer job here is the number to watch.
