Water damage by cause: what each one actually means
A brown ring on a ceiling and a squelching carpet are two different problems with two different answers. These six pages are organised by what you are actually looking at.
People do not search for “water damage”. They search for the thing they are looking at: a brown ring on a ceiling, carpet that squelches, a hot water unit sitting in a puddle. Each of those is a different claim, a different scope of works and a different number.
The six causes
Burst and leaking pipes
The most-claimed cause in the country and the one the regulations name most explicitly. Also the one where the water is covered and the pipe is not.
Hot water system failure
Up to 400 litres, usually in a laundry or an external cupboard, usually at the end of a predictable service life. The predictability is the problem.
Ceiling stains and sagging
The symptom that arrives weeks after the cause, in the room below the one with the problem. Dangerous, and the danger is not the water.
Wet carpet and underlay
Whether it can be dried in place or has to come up, what underlay does that carpet does not, and what in-place drying actually costs per day.
Sewage and drain overflow
Category 3 from the first minute. A different scope, different equipment, and a health hazard that changes what can be kept.

Why the cause decides everything else
Two houses, the same volume of water, the same floor area, the same week. One is a failed cold water supply line. The other is a sewer that surcharged through a floor waste. The first is dried in place over four days and the carpet survives. The second has the carpet, the underlay, the skirtings and the bottom 300mm of plasterboard removed and disposed of, with containment and negative air pressure while it happens.
Nothing about the buildings is different. The cause is different, and it changes the scope of works, the equipment, the duration, the disposal cost and the provision of the regulations that decides who pays.
And the clock is the second variable
The category is not fixed at the moment the water arrives. Clean water from a supply line is Category 1 when it appears and is not Category 1 three days later in a warm subfloor. This is why restoration companies talk about response times and why the difference between calling on day one and calling on day four is frequently the difference between drying the carpet and replacing the floor.

Common questions
Which cause of water damage is most expensive?
Not the one that produces the most water. The one that produces the most contaminated water, because Category 3 work removes porous materials rather than drying them. A sewage backup across two rooms costs more than a clean supply-line failure across five.
Does the cause change whether it is covered?
It is almost the only thing that changes it. Reg 19(1)(a)(vi) of the Insurance Contracts Regulations 2017 covers escape of water from fixed pipes; reg 19(1)(a)(xiv) covers storm and flood; reg 34(1) defines flood narrowly; reg 19(2)(b) excludes wear and tear. Which of those applies is decided entirely by what happened.
How quickly does water damage get worse?
Fast enough that the time between the event and extraction is usually the biggest single variable in the final bill. Water moves up the contamination categories with time and temperature, and Australian summers are not kind here.
