Mould removal in Canberra: winter condensation, rentals and units

Canberra’s mould season is winter: frost, damp mornings and cold walls. ACT tenancy law never uses the word mould, but it is clear about who fixes the leak behind it.

Canberra’s mould season is winter. The airport averages 59.7 days a year at or below zero, and the morning air is at its dampest in June and July. Cold walls and damp air are the conditions for condensation, and condensation mould is the kind ACT law says least about. When there has been a leak, though, ACT law gives a clear answer about who fixes the cause.

The row with the dash is the honest one. The Residential Tenancies Act does not use the words mould, damp or ventilation, so condensation mould without a building fault behind it is argued from the general repair and habitability duties, case by case. Housing ACT’s page for public tenants shows where one landlord draws the line: tenants pay where mould comes from their own activities, such as a humidifier or kerosene heater in use or blocked exhaust fans.

Renting in the ACT

Residential Tenancies Act 1997 (ACT) sch 1 cl 55(1) · republication 84, effective 26 November 2025, read 26 September 2026

Having regard to their condition at the start of the tenancy; the tenant must notify the lessor of any need for repairs (cl 55(2)). At the start of the tenancy the premises must be fit for habitation and in a reasonable state of repair (cl 54(1)); non-urgent repairs are due within 4 weeks of notice (cl 57); and for unit title premises the lessor must take all steps necessary to require the owners corporation to repair as quickly as possible (cl 58). The Act does not use the words mould, damp or ventilation.

Among the urgent repairs in the standard residential tenancy terms. The lessor must carry them out as soon as necessary (cl 59). If the lessor cannot be contacted or does not act, the tenant may arrange them up to 5% of a year’s rent (cl 61). Non-urgent repairs are due within 4 weeks of notice (cl 57).

So for mould that follows a leak, the lever is the leak. Report it in writing with photographs. If it is a burst water service or a serious roof leak, it is urgent, and if the lessor cannot be contacted or does not act you can arrange the repair up to 5% of a year’s rent. If it is slower, the four-week clock runs from your notice.

Residential Tenancies Regulation 1998 (ACT) pt 3 · republication 16, effective 23 February 2026, read 26 September 2026

The compliance date of the ceiling insulation standard, the only minimum housing standard the regulation sets, for tenancies entered before 1 April 2023 and continuously tenanted since. The lessor must ensure premises meet the minimum housing standards (Act sch 1 cl 62A). The regulation does not mention mould, damp or condensation.

The insulation standard is worth knowing about for a Canberra renter because of its date, not because of anything it says about mould: it says nothing about mould at all.

Apartments: maintenance and insurance

Unit Titles (Management) Act 2011 (ACT) s 24(1) · republication 25, effective 26 June 2026, read 26 September 2026

The common property, other property it holds, and facilities for utility services including utility conduits. The dictionary defines maintenance as maintenance in good repair and working order, including repair, replacement, renewal and restoration.

Add the insurance duty and the picture is complete. The owners corporation must maintain common property and utility conduits, and must insure the buildings against bursting, leaking and overflowing of boilers, water tanks, water pipes and associated apparatus (Unit Titles (Management) Act 2011 (ACT) s 100(1)(d)). Frost, damp mornings and condensation

Mean 9am relative humidity, the highest months, against an annual mean of 72%. The current Canberra Airport station (070351) has no humidity averages, which is why the closed comparison station is used.

Put next to the frost count, that is the Canberra pattern: cold surfaces and damp air in the same months. The ACT Government’s own list of ways to control mould includes cleaning condensation and fixing leaking pipes, roofs and other building faults. Damp air slows drying, so after a winter leak the day count is the number to ask about on the quote.

Cleaning it: two ACT Government methods

For routine clean-up, mild detergent or that vinegar solution; for mould that will not shift on an item that cannot be discarded, 250 mL of bleach in 4 litres of water, with PVC or nitrile gloves, safety glasses, safety shoes and ventilation. Absorbent materials such as carpet may need to be professionally cleaned or replaced, and large areas of mould or regrowth call for a mould remediation professional. The page says there is no exposure limit or health guideline value for mould, and lists fixing leaking pipes, roofs and building faults and cleaning condensation among the ways to control it.

Written for public housing tenants. It recommends a spray of 20% water and 80% white vinegar, says not to dry brush because it can spread spores through the home, and says a tenant pays for repairs where mould comes from their own activities, such as a humidifier or kerosene heater in use or blocked exhaust fans.

The two pages disagree on bleach, and both are ACT Government pages. The general page allows diluted bleach, with protective equipment, for items that cannot be discarded; the Housing ACT page says not to use it and uses a stronger vinegar spray. The Housing ACT page also says not to dry brush; the general page says to dry the surface completely and to get a professional for large areas of mould or regrowth. Common questions

Is my landlord responsible for mould in the ACT?

The Residential Tenancies Act 1997 does not use the word mould. What it does say is that the lessor must maintain the premises in a reasonable state of repair, and the premises must be fit for habitation at the start of the tenancy. Mould from a repair the lessor has not made, such as a roof leak, follows that duty; a burst water service and a serious roof leak are urgent repairs.

How long does an ACT landlord have to fix a leak?

Urgent repairs, which include a burst water service, a serious roof leak and flooding, must be carried out as soon as necessary. Other repairs are due within 4 weeks of the lessor being notified, unless otherwise agreed.

Should I use bleach on mould in Canberra?

Does the ACT's rental insulation standard deal with mould?

Not in terms. The ceiling insulation standard is the only minimum housing standard in the Residential Tenancies Regulation 1998, and the regulation does not mention mould or condensation. For tenancies continuous since before 1 April 2023, the compliance date is 30 November 2026.
