Brisbane City Council describes four kinds of flooding in the city. The statutory definition of flood in a home insurance policy covers two of them in plain words, a third sits under different words in the same subparagraph, and the fourth depends on the policy. Which one came through the house decides the claim, the clean-up and who you call about the drain.

Brisbane’s four kinds of flooding, and the definition

The February 2022 flood was, in the council’s words, a combination of river, creek and overland flow flooding. So one street can hold claims under different parts of the same policy, depending on where each house’s water came from. Why Brisbane is prone to flooding. The council describes four types: creek flooding from heavy rain over or near a creek catchment, which rises and recedes quickly; river flooding from prolonged rain over the river catchment, which can arrive hours or days after the rain stops; overland flow when excess rainwater flows over land, less predictable and shaped by roads, stormwater pipes and fences; and storm tide and high tide flooding of low-lying areas near tidal waterways.

What the Flood Awareness Map tells you

The council’s “medium likelihood” on its Flood Awareness Map. High likelihood is a 5% annual chance, low 0.2% and very low 0.05%, for river, creek and storm tide flooding; overland flow is graded by impact instead. The council says the map does not show the depth or speed of floodwater.

The map describes chance, not depth. For a property-level picture the council’s FloodWise Property Report shows the risk and type of flooding at a property (Brisbane City Council, FloodWise Property Report), with estimated flood levels and habitable floor level requirements. The council says it helps builders and certifiers plan work that complies with City Plan, which matters when a flooded house is rebuilt.

The February 2022 peak at the Brisbane City gauge, against 4.46 m in 2011 and 5.45 m in 1974. The Bureau notes that despite the lower river level, devastating flash flooding occurred, especially in the northern suburbs, with a record daily rainfall of 344.8 mm at Alderley on 28 February 2022.

The detail worth keeping from those two sources: the river peaked lower than in 2011, yet the council describes the damage as eclipsing 2011’s, and the Bureau points to devastating flash flooding in the northern suburbs. A river gauge reading does not tell you which kind of water reached a particular house.

Installed to reduce backwater flooding, where river water flows back up stormwater drains. The council says a backflow device does not mean a property is free from flooding.

Backflow is how river flooding can reach streets away from the bank: river water flows back up the stormwater drains. And during heavy rain the sewer matters too: Urban Utilities’ charter says stormwater must not be connected to the sewerage system, and a blocked or surcharging sewer with a covered relief gully puts Category 3 water inside. Sewage backup covers that scope.

Before the clean-up in Brisbane

Queensland’s regulators set the first steps, and neither is the restorer’s.

Power. The Electrical Safety Office says verification tests on the switchboard, wiring, equipment and appliances may be needed before reconnection, and a certificate of test will ensure your local electricity distribution entity can reconnect your service (Queensland Electrical Safety Office, Electrical safety during storms).
Gas. The installation and appliances must be inspected by a licensed gasfitter before they can be used (Queensland Government, Gas safety for flood-affected consumers).
Contamination. Queensland’s position is that floodwater is often contaminated by sewage (Queensland Government, Floodwater contamination), which is why what it soaked is removed rather than dried.

The rebuild is building work, and Queensland’s home warranty scheme applies to residential work more than $3,300 including materials, labour and GST. The Brisbane page covers that threshold and drying elevated houses and subfloors.

Help that is not insurance

The $741 million fund for homes affected by the 2021–22 floods in 39 local government areas also offered up to $150,000 toward raising a home. Applications have closed, and the voluntary buy-back program has closed.

That fund was tied to the 2021–22 floods and is closed. For a new declared disaster, Disaster Assist (Australian Government), Disaster Recovery Payment is $1,000 per eligible adult and $400 per child.

Common questions

Is overland flow flooding in Brisbane covered as flood?

Not under the statutory definition unless the water escaped from a lake, river, creek, other natural watercourse, reservoir, canal or dam. Brisbane City Council describes overland flow as excess rainwater flowing over land. Whether a policy covers it as storm depends on its wording.

What does medium likelihood mean on Brisbane's Flood Awareness Map?

A 1 in 100 chance (1% likelihood) of river, creek or storm tide flooding in any year. High likelihood is 5%, low 0.2% and very low 0.05%. The council says the map does not show the depth or speed of floodwater.

How many Brisbane properties flooded in 2022?

Brisbane City Council says owners and the council share it: owners must have appropriate stormwater infrastructure on their land and maintain the outlet to the point of discharge; the council maintains drainage beyond the property boundary.

Is the Resilient Homes Fund still open?

No. The Queensland Government says applications for the Resilient Homes Fund have closed and the voluntary buy-back program has closed. It offered up to $50,000 toward resilient repairs or retrofitting and up to $150,000 toward raising a home, for homes affected by the 2021-22 floods.

What does flood drying cost in Brisbane?

On the published rate card this site reproduces, around half a house dried for seven days with one HEPA unit is $6,213 excluding GST. Stripping, disposal, the electrician, the gasfitter and the rebuild are extra.
