Owners are responsible for all stormwater drainage on their property, including pipes, gutters, downpipes and gully pits, and private inter-allotment easements are the responsibility of the owners they burden or benefit. Stormwater must not be discharged into the sewer.
So water ponding against a wall because a downpipe is disconnected, or a gully pit is blocked, is the owner’s to fix, and damp walls and mould that follow are part of the same problem. The correct height for the gully, which is designed to pop off in a sewer blockage and direct sewage away from the house. Hunter Water says it is the homeowner’s responsibility to have a compliant, working gully, sometimes called a yard sink.

After a flash flood
The council names flash flooding on Throsby, Styx, Cottage, Dark and Ironbark Creeks as common (City of Newcastle, Flooding).
