Put those together and the practical question after a leak in a rental is not how to clean the mould, but whether the cause was reported in time and who let it sit.

The rule under all of it is the same as everywhere: mould is a consequence, and the person responsible for the water is the person responsible for the mould. Western Australia’s guidance names examples on both sides of that line, which makes it worth reading before an argument rather than after.
Urgent repairs: 24 hours, 48 hours, no cap

Urgent repairs are repairs necessary to supply or restore a prescribed essential service, or to avoid exposing a person to risk of injury, exposing property to damage, or causing the tenant undue hardship or inconvenience. If the lessor cannot be contacted or fails to act, the tenant may arrange a suitable repairer to the minimum extent necessary, and the lessor must reimburse reasonable expenses as soon as practicable (s 43(3)). The section sets no dollar cap.
There are two windows. An essential service gets 24 hours; other urgent repairs get 48. Consumer Protection WA, Rental home repairs lists a roof leak or possible ceiling collapse as urgent, and the damage a leak causes if it is left is exactly the kind of “exposing property to damage” the section describes.
If the landlord cannot be reached or does not act, the tenant may arrange a suitable repairer to the minimum extent necessary and be reimbursed reasonable expenses as soon as practicable. The section sets no dollar cap, unlike New South Wales ($1,000) and Victoria ($2,500). The Act’s own limits are “the minimum extent necessary” and “reasonable” expense. If the landlord does not pay, the tenant can apply to the Magistrates Court.

Among the maintenance failures that could put a landlord in breach if mould develops, with a broken exhaust fan or window and damp walls from plumbing. A tenant could be in breach if mould develops because they do not ventilate, dry clothes indoors without airing the room, or get carpet wet and fail to dry it. A tenant can issue a breach notice and apply to the Magistrates Court for a repair order or compensation, such as a rent reduction until the repairs occur.

The tenant. The bulletin tells agents they cannot ask a tenant to pay for mould caused by a structural issue or by a lack of adequate ventilation, that mould over a large area or that keeps coming back should be treated by a mould removal professional, and that the risk increases in wet or humid weather and after major storms.
Read together, the two documents draw the line at cause. A landlord cannot pass the cost of structural or ventilation mould to a tenant; a tenant who dries clothes indoors all winter without airing the room may be in breach. Report a leak in writing when you see it — it is the evidence of when the landlord knew.

Strata: repair whatever the cause, insure without flood

The strata company must keep in good and serviceable repair, properly maintain and if necessary renew and replace the common property, including its fittings and fixtures, whatever caused the damage.
That last phrase is broad. The duty to repair common property applies whether the damage came from wear and tear, an inherent defect or any other cause. Mould in your lot from a common-property leak follows the water.

Among the risks against which the scheme’s insurable assets must be insured, to replacement value, with lightning, explosion and earthquake. Section 97(5) requires insurance money to be applied to rebuilding, replacing, repairing or restoring the asset so far as lawful.
The statutory minimum insures against storm and tempest but excludes damage by sea, flood or erosion. A scheme can buy more, and the scheme’s policy schedule says whether it has. Mean 9am relative humidity, the highest month, with June 81% and August 78%; the annual mean is 65% (1944–2010). The wettest months are July (154.0 mm), June (153.8 mm) and August (119.1 mm), of a mean annual 754.9 mm.
Perth’s wet months are its humid mornings: July, June and August on both counts. Cleaning it: HealthyWA’s method
HealthyWA says to scrub mould off hard surfaces with soapy water, up to 50 cm beyond the edge of the visible mould, and that mould sampling is not necessary to determine the health risk. It says professional help may be required where the problem is large, recurring or can’t be found (HealthyWA (WA Department of Health), Mould and dampness). The Department of Health’s 2015 guidelines treat contamination no greater than 1 m² as a simple job, and larger areas, several rooms or Category 3 water as a complex one (WA Department of Health, Guidelines for Managing Mould and Dampness Related Public Health Risks in Buildings).
